Gender Specialist

Dexis Consulting Group, implementer for the USAID-funded Kosovo Commercial Justice Activity (Program), is seeking a professional to serve as Gender Specialist. The Program is a multi-year initiative to reduce opportunities for corruption and encourage investment in Kosovo by helping to improve the resolution of commercial disputes and enforcement of judgements.
The Program is organized into two objective areas. Objective 1 addresses resolution of commercial disputes in the courts and associated enforcement. This includes support to functionalize the new commercial court, training of commercial court judges and staff, strengthening oversight and professionalism of private enforcement agents, and improving the trust of businesses towards commercial justice institutions. Under Objective 2, the Program works to increase the use of alternative dispute resolution, ensure that commercial laws are in accord with European Union and international best practices, and improve public awareness of commercial dispute and enforcement mechanisms. The Program is tentatively scheduled to continue its work through February 2026.
As an employee of Dexis Consulting Group, the Gender Specialist will be joining a dynamic and successful rule of law reform team. The Gender Specialist will report to the Program’s Chief of Party and work closely and collaboratively with all Program team members to identify gender issues relevant to the Program’s activity areas and to design, and help implement, approaches that address gender issues across all Program objectives and activities. The Gender Specialist’s role is to help increase the coherence and coordination of approaches and to share best practice and lessons learned in strengthening women’s access to, and participation in, commercial justice.
This position is subject to USAID approval.
Responsibilities of the Gender Specialist
The position will closely coordinate with all team members and will be responsible, but not limited to:
- Provide technical expertise and coordination on all gender aspects of program planning, implementation, learning, and impact assessment;
- Support the Program in conducting assessments and identifying opportunities for the Program to plan and conduct activities to enhance women’s role and involvement in commercial justice;
- Guide and support the mainstreaming of the Program’s gender policy and strategy at all levels of the Program, including through mentoring of all staff, interns and basic training activities;
- Design and implement gender activities within the Program;
- Collaborating on Program work and activity planning and reporting; and
- Performing other duties as assigned by the Chief of Party.
Qualifications and Experience:
- A bachelor’s degree, or equivalent, is required, preferably in sociology, psychology, anthropology, gender studies, public policy, law, administration, or a related field;
- At least 3 (three) years of experience in designing gender strategies and programs for international programs;
- Three or more years of experience in rule of law-related reform projects is desired;
- Knowledge of impact assessment and innovative measurement techniques is an asset;
- Strong communication skills and management skills;
- Ability to work independently with minimal supervision;
- Ability to conduct gender assessments and develop gender sensitive methodologies;
- Ability to work effectively and collaboratively in a team context;
- Excellent organization and planning skills;
- Strong written and spoken language skills (English and local languages); and
- Proven track record working effectively with other projects, high-level Kosovo government counterparts, or other international partners will be considered a plus.
