Call for expressions of interest
The Kosovo Energy Project (KEP) II, planned from March 2023 until February2026, is part of the "Energy sector in Kosovo" program of German development cooperation in Kosovo. It strengthens the implementation of measures to increase Energy Efficiency (EE) and the use of Renewable Energy (RE) in public and private buildings and thus contributes to reducing energy intensity in Kosovo. The development of National Energy and Climate Plan (NECP) was promoted, as well as planning and modeling capacities required for this have been strengthened during the previous project phases, March 2017 – February 2023.
The GIZ Office in Kosovo is planning to launch a tender for “developing the Strategic Environmental Assessment (SEA) Report for the NECP 2025-2030, document under preparation”. The overall objective of this assignment is to draft and finalize SEA for the NECP Document, by supporting the Joint Working Group composed by Kosovo stakeholders, headed by the Ministry of Economy and Ministry of Environment and Spatial Planning. Companies are invited to submit an expression of interest for participating in the tendering process.
The checklist below provides further information about the conditions and expectations of the GIZ project. Based on responses to this call expression of interest, GIZ will pre-qualify companies that in turn will receive a Request for Information (RFI) to submit their offers with detailed specifications. Based on the outcome of offers, GIZ will offer a service contract to the selected company. Please note: all correspondence and dealing with the GIZ must be in English language.
Interested companies are invited to submit the following:
- Proof of company’s legal status; business registration certificate
- Average annual turnover for the last three fiscal years, at least 25,000 (twenty-five thousand) Euros/annually.
- The number of employees including managing staff at least 3 persons. CVs of the manager and professional employees to be submitted.
- Companies should have at least 3 years of experience in similar processes in Kosovo of which the references for at least below mentioned documents are submitted:
- at least two (2) Environment Impact Assessments were concluded, and reports are available.
- at least one (1) Strategic Environment Assessment Report (SEA) was concluded, and the report is available.
The technical assessment is only based on reference projects with minimum commission value of 7,000 (seven thousand) euros.
All documents must be submitted in English language.
Interested companies are invited to submit their electronic application in English language. The deadline for submitting the application is 01.05.2023 at 15:00, via email at: procurement.kosovo@giz.de, titled/labelled as “83436619 - SEA Report for NECP”

After the evaluation of received expressions of interest, the chosen companies will be contacted and invited to take part in the tender. GIZ shall not bear any costs and expenses incurred by any bidder during the tender procedure and shall retain right to acceptor refuse completely any offer, annul, or repeat the procedure at any time before the execution of a contract, holding at the same time no liability towards the bidders, and shall have no responsibility to provide reasons for such decision. The tender dossier will be sent only to short listed companies.
