Background
The Kosovo Credit Guarantee Fund (KCGF) is an independent legal entity established by its law, to help meet the need for increased access to finance for micro, small, and medium enterprises (MSMEs) in Kosovo in order to create jobs, increase local production and value-added services, improve the trade balance and enhance financing opportunities for MSMEs.
The Government of Kosovo (GoK) has received a Credit from the International Development Association (IDA) in the amount of Euro 22.3 million (USD 25 million equivalent) to finance the Financial Sector Strengthening Project, expected to be implemented within a three years period. The Project aims to assist the GoK to is to improve access to finance for Micro, Small, and Medium Size Enterprises by strengthening the financial and technical capacity of the Kosovo Credit Guarantee Fund.
Description of work responsibilities:
The Training Specialist will support the KCGF in developing and implementing the non-financial component. The KCGF in line with its strategy will offer a non-financial component for Women in Business and Startups.
This sub-component will contain a set of adequate training for this targeted group and will focus on building the capacities of the respective MSME managers to advance skills and increase knowledge regarding financial literacy, formalization, and financing possibilities.
Moreover, the training specialists will be responsible in cooperation with KCGF to design, develop, implement, and oversee training programs for women in business and startup businesses, to organize networking events as well as to monitor and support MSMEs that were part of the training program whenever needed in regard to the above-mentioned issues.
The following tasks:
- Design the training program;
- Preparation of the training materials;
- Develop the handouts, materials, and manuals;
- In cooperation with KCGF staff organize the open call, selection, and creation of the group of MSMEs interested to attend the training;
- Conduct training for the selected MSMEs;
- Mentoring the MSMEs, where needed the training specialist shall support the businesses that have attended the program for the topics addressed in the training;
- Organization of networking events with associations and relevant stakeholders;
- Monitors and reports about training progress;
- Quarterly reporting of data on the success ratio of the training program;
- Final Report consolidating the key activities, outputs, and progress of the program;
- Any other duties required by the Project Coordinator/KCGF.
Period of Performance
The training Specialist will be in a part-time position within the Project. The Training Specialist will provide the services for a total of 100 days ( March, 2023-December, 2023). The consultant’s employment is subject to satisfactory performance at all times.
Reporting
The Training Specialist will report to the Project Coordinator/Managing Director of KCGF and will submit monthly timesheets to account for the actual days worked during the calendar month.
Qualifications:
The Training Specialist will need to meet the following requirements:
- University degree (or higher preferred) in Economics, Banking, Finance, or related field with relevant experience to cover the training areas defined in this TOR;
- At least 3 years of relevant working experience in the banking sector;
- Working experience in preparing and delivering training and coaching session to various audiences;
- Certification in training, “train the trainers” course or similar is highly valued;
- Working knowledge of traditional and modern training methods, tools, and techniques;
- Willingness and ability to travel within a country to deliver training programs;
- Proficiency in the Albanian and English languages is required;
- Proficiency in Microsoft Office applications including Excel, Word, and PowerPoint is required.
The evaluation and shortlisting criteria are:
1. Qualification: 30 %
2. Similar experience in the past: 70%
Selection process
Experienced and qualified individuals will be selected under the provisions of the World Bank’s Procurement Regulations for Investment Project Financing (IPF) Borrowers, July 2016, revised Nov 2017 following an open competitive selection process.
