Chemonics International seeks an HR/Procurement Assistant for the U.S. Agency for International Development (USAID)-funded Kosovo e-Governance (KeG) Activity. The purpose of this Activity is to address long-standing challenges related to poor digital service delivery and ineffective management of digital government systems by the Government of Kosovo (GoK), by clarifying institutional roles and processes, strengthening institutional capacity to deliver services, and engaging civil society and the private sector. The activity will set a direction that will accelerate the transformation into an agile digital government, which ensures that Kosovans receive high-quality, efficient, and accessible government services. Position Description:
The HR/Procurement Assistant will work under the supervision of the Operations and Finance Director to support related tasks as described below as well as other duties assigned by the supervisor.
Responsibilities (HR):
- Assists in maintaining confidential personnel files for all local staff in digital and hard-copy format in compliance with the applicable local laws and the project’s policy manual.
- Update the project personnel tracker as directed by the Operations Director.
- Assist in identifying recruiting needs and conducting recruits: prepare recruitment documents, schedule interviews, release recruitment ads, and collect required documentation from candidates.
- Assists with communications to staff on labor law compliance.
- Ensures project compliance with local labor laws by assisting with regular audits and staying updated on local labor laws and HR best practices.
- Collect employee timesheets and ensure the required supporting documentation is attached and maintained in both digital and hard-copy format in the project’s HR resource files.
- Tracks employee leave balances in the project’s leave tracker and communicates leave balances to staff and senior management as required.
- Other duties as assigned by supervisor.
Responsibilities (Procurement):
- Ensure efficient procurement of goods and services in a transparent and fully accountable manner, ensuring compliance with financial procedures and USAID regulations, value for money and justifiable use of funds.
- Coordinate and liaise with KeG staff to determine their product and service needs and ensure that the basis for all major procurement decisions are documented.
- Monitor business trends and product availability to pay the best price for goods and services without sacrificing quality, and nurture relationships with suppliers to negotiate the best prices for goods and services procured.
- Other tasks as assigned by supervisor.
Qualifications:
- University degree in management, business administration or a relevant field.
- Minimum (2) years of experience in human resources and procurement experience performing in a similar position, preferably for donor funded projects.
- Knowledge of Kosovan local labor laws, personnel benefits, and taxes required.
- Proficiency using Microsoft Word, Excel, PowerPoint, and Outlook.
- Proven ability to work professionally, constructively, and collaboratively as part of a team, meet deadlines, and communicate effectively.
- Excellent communication, writing, and interpersonal skills.
- Demonstrated leadership, versatility, and integrity.
- Proficient written and oral English required.
