On behalf of our client, one the largest Microfinance Institution in Kosovo, providing accountable finance access for low-income entrepreneurs, businesses, agriculture and small and medium-sized enterprises, we are looking for a Head of IT.
BASIC FUNCTIONS
Responsible for the management, strategy and overseeing of all technology operations in Kosovo and evaluating them according to established goals. Analyzing the business requirements of all departments to determine their technology needs and managing the design and implementation of all technical systems and eliminating security risks.
The Head of IT will oversee the IT Department and will provide technical and administrative support to all IT systems and functions across all premises of the institution in Kosovo. The Head of IT will ensure the efficient operation, security, reliability, and resilience of the institution's electronic management information system.
The Head of IT will also develop and manage the IT Department to ensure high quality of services provided. The Head of IT will advise the senior management team on information systems solutions and will develop such solutions as needed.
MAJOR ACTIVITIES
IT Strategy & Planning
- Define IT strategy aligned with business strategy, vision, and goals; optimal department structure and processes.
- Manage IT budget and ensure cost effectiveness of IT operations.
- IT Policy & Procedure Development & Implementation
- Ensure development and implementation of IT policies and procedures using IT governance best practices.
- Ensure IT standards and practices are developed and enhanced according to the organization needs.
- Participate in deployment of security frameworks and solutions.
- Monitor compliance with policies, standards, guidelines and procedures. Ensure efficient incident/service request and change management processes are defined and implemented according to ITIL framework and industry best practices.
IT Management
- Manage planning, acquisition, implementation and operation of all technology infrastructure which includes facilities, server and computer hardware, network, storage, backups, telephony, business applications, integrations, databases, endpoints, software related to those systems and services
- Identify technology risks and problematic areas, propose and implement solutions. Ensure Information technology operations are in compliance with corporate policies and procedures by resolution of audit findings, identification and remediation of technology risks and security vulnerabilities.
- Monitor performance of information technology systems and make recommendations for improving the IT infrastructure, operations.
- Plan and supervise the provision of the preventive and corrective maintenance services
- Ensure the Confidentiality, Integrity, and availability of information assets(networks, servers, databases, applications, storage, and backup systems).
- Ensure appropriate business continuity and disaster recovery processes are in place. Support projects as required through the allocation of IT department resources to the development and implementation of required solutions.
- Oversee development and integration of software solutions, to comply with corporate policies and industry standards.
- Ensure efficient end user support is provided by the IT department through effective incident/service request management processes according to ITIL framework and industry best practices.
- Ensure the change management process is implemented throughout the department in accordance with ITIL frame work and industry best practices.
- Ensure SLA-s are established for all IT services and service levels are effectively tracked and reported.
- Manage communication with technology vendors and service providers to ensure maximum value.
- Manage the procurement activities of all hardware, software, and IT services. Schedule all major purchases of office commodities and equipment with the relevant operations personnel.
- Facilitate tenders as required, help to negotiate with suppliers to obtain the best possible price and quality for all purchases. Ensure that all fixed asset purchases are documented according to the corporate procurement policy.
- Research, evaluate and recommend new technologies and products to support business goals.
People Management
- Drive continued collaboration between IT Infrastructure, Software Services and User support teams to ensure efficient support to ongoing operational activities. Coordinate and liaison with all business stakeholders, build and sustain effective relationships between Information technology and business units.
- Manage IT staff by recruiting, training, and coaching employees, communicating job expectations, and appraising their performance.
- Ensure continued IT department staff development in order to maintain an up-to-date institutional technology knowledge base.
QUALIFICATIONS AND SKILLS QUALIFICATIONS
- Bachelor's degree in computer engineering, computer science, applied math, electric and electronics engineering or other relevant degree.
- Minimum 10 years of experience in IT field, with 5 years in managerial role. Proven experience in management of diverse IT teams.
- Experience in implementation of complex business applications such as CBS, CRM and/or ERP systems.
- Professional certifications and/or training in ITIL, COBIT,CRISC, CGEIT, PMP is desirable.
- Professional certifications and/or training in network, system, database administration, virtualization technologies, cloud solutions, software development/architecture is considered an advantage.
SKILLS
- Sound understanding of computer systems(hardware/software), networks etc. Experience in analysis, implementation and evaluation of IT systems and their specifications.
- Experience in project management.
- Excellent leadership and decision-making skills.
- Strategic thinking.
- Experience in controlling information technology budgets.
- Fluency in Albanian and English languages.
- Excellent written and verbal communication skills.
- Strong interpersonal skills and ability to effectively communicate with teams across the entire organization.
- Must have the ability to maintain confidentiality and work well with others. Excellent organizational and leadership skills.
- High level of attention to details.
