Terms of Reference
Background
Roma Versitas Kosovo works towards the creation of a sustainable environment for communities in Kosovo to integrate and involve trough promotion of education, academic support and development, cultural heritage, and the involvement of young people and communities in local integration processes in both regional and European level. Roma Versitas Kosovo aims to improve the retention, performance, and timely graduation of regular Roma student ant the tertiary level in Kosovo by providing academic support and capacity building.
Objective
RVK is the local partner of Democracy Plus in implementing the USAID/Recycling Matters Activity - Gračanica/Graçanicë that aims to increase the socio-economic cohesion among the Roma, Ashkali, and Egyptian informal waste collectors residing in the municipality of Gračanica/Graçanicë, through the facilitation of sustainable recycling models led by the private sector in cooperation with local communities and the municipality of Gračanica/Graçanicë, including the goal of further replication in other municipalities.
Tasks & Deliverables
1.Design the methodology for building a database of all Informal Waste Collectors residing in the municipality of Gračanica/Graçanicë in line with the Kosovo Law on Data Protection and USAID’s Do No Harm policy, including:
- Provide a written description of how data quality will be ensured throughout the process
- Design a database that safely and conveniently stores the collected data
- Design the data collection instrument
- Plan and oversee data Collection on the field
- Lead data processing and analysis
2. Design the methodology for conducting a participatory needs assessment with the Informal Waste Collectors identified in the database, including:
- Design the survey instrument
- Plan and oversee data Collection on the field: administer the questionnaire, conduct interviews with Key Informants, facilitate focus group discussions, including the preparation of the Focus Group Discussion Guide, and Focus Group Discussion report, and conducting desk research as needed
- data analysis
3. Provide a written description of how data quality will be ensured throughout the process
Qualifications
Bachelor’s or Master’s degree in Social Sciences, anthropology, sociology, economics, political science, or a related field.
Strong (proven) skills in research design, data collection methods, data quality control and data analysis; Proven track record of designing methodologies for data collection, analysis and reporting;
- Excellent skills in data quality checks, data cleaning and data analysis
- Excellent organizational, analytical, communication and interpersonal skills
- Fluency in written and spoken English, as well as Albanian and Serbian (knowledge of Romanes will be an advantage)
- In-depth understanding of the social, economic and cultural environment of the Roma, Ashkali and Egyptian communities
- Excellent written and verbal communication skills
- Ability to work professionally and constructively, individually and as a team member in multicultural and multi-ethnic teams.
- Ability to multitask in a challenging work environment and meet deadlines with the highest quality of work.
- Prior experience with donor-funded projects, strong preference will be given to candidates with prior experience with USAID funded projects/programs.
