USAID’s Property Governance Activity (PGA), a five-year activity, implemented by Tetra Tech ARD, aims to improve the property rights system in Kosovo to reduce corruption, increase women’s empowerment, and improve formal property rights and investments in real property. The Activity, in partnership with civil society, the private sector, and other local actors will contribute to advancing locally-led development.
JOB SUMMARY:
The Kosovo Property Governance Activity (PGA) Cadastral System Officer will support the Government of Kosovo (GOK) ministries, agencies, and municipalities to improve Kosovo’s property rights regulatory framework and strengthen its implementation. S/he will support the Senior Cadastral System Specialist to conduct a cadastral and technical analysis to assist the GOK to identify and develop regulatory solutions to decrease largescale informality, strengthen transparency and accountability in municipal property management, improve processes and practices for completing building inspections, and strengthen inheritance safeguards. The Cadastral System Officer will support the Senior Cadastral System Specialist to support reforms that will facilitate citizens’ access to cadastral data, address constraints to formalize rights in newly constructed buildings and help demonstrate the case for women to participate in the economy to help generate demand for inheritance proceedings. These partnerships will also introduce innovative approaches to new technologies that will strengthen public participation and enable increased transparency and accountability in the governance of property systems.
S/he will help strengthen service delivery processes and increase transparency and accountability by improving citizens’ access to geographic information system data that will inform municipal development plans and data about properties’ fair market value.
MAIN RESPONSIBILITIES AND TASKS:
The Cadastral System Officer will be responsible for:
- Supporting the Senior Cadastral System Specialist in supporting GOK ministries, agencies, and municipalities to improve, strengthen, and implement Kosovo’s property rights regulatory framework;
- Supporting the Senior Cadastral System Specialist in conducting cadastral, GIS, and technical analysis to assist the GOK to identify and develop regulatory solutions to decrease largescale informality, strengthen municipal regulations to improve transparency and accountability in municipal processes and services required to formalize and register property rights, help protect the rights of women to inherit property, and manage municipal properties to help incentive investments that will improve livelihoods and benefit citizens;
- Supporting the Senior Cadastral System Specialist in collaborating with municipalities to conduct a participatory assessment of current service delivery business processes, document time required to provide services, and assess human and institutional capacities to access and maintain data consistent with the Kosovo Cadastral Agency’s (KCA) Kosovo Central Land Information System (KCLIS) data model, and identify options for strengthening e-governance capabilities to automate services for improved citizen access to services;
- Supporting the Senior Cadastral System Specialist in producing a report for each partner municipality that documents assessment findings and provides recommendations for improving quality and increasing efficiency in the delivery of MCO services. The reports will help inform development of Service Delivery Improvement Plans (SDIPs) that PGA will prepare in collaboration with MCO staff in each partner municipality; and
- Supporting the Senior Cadastral System Specialist in identifying opportunities for increasing efficiency of MCO services and options for strengthening e-governance capabilities to automate services for improved citizen access to services.
QUALIFICATIONS: (MINIMUM REQUIREMENTS)
EDUCATION: Bachelor’s degree in Geodesy, Real Estate, or Land Administration. Master’s degree preferred.
WORK EXPERIENCE: Minimum of 7 years experience in cadaster, geodesy, real estate, or a related field. Prior experience working on cadaster or land management issues. Demonstrated knowledge of Kosovo’s cadastral system at both the national and local levels. Prior experience working with governmental and local institutions in Kosovo is a plus.
SKILLS: Working knowledge of English, both written and spoken. Able to communicate effectively both verbally and in writing. Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team.
LANGUAGES: Excellent Language proficiency in spoken and written Albanian. The Serbian language is an asset.
GENERAL: Tactfulness, Enthusiasm for the job. Good Human Relations skills, integrity, and ability to work under pressure.
