Compact Program Summary
The Government of the Republic of Kosovo (the “Government” or “GoK”) and the Millennium Challenge Corporation (“MCC”), a United States government agency, signed a grant aimed at accelerating the country’s transition towards an energy future that is more sustainable, inclusive, reliable and affordable. The GoK has ratified the compact and has designated a new entity as an autonomous agency to exercise and perform the GoK’s rights and obligations to oversee, manage and implement the Compact Programs. This entity will be referred to as MCA-Kosovo.
The Headhunter Karriera LLC acting as the Recruitment Consultant is now recruiting for the position of the Director, Monitoring, Evaluation and Economic Analysis (MEE) of MCA-Kosovo Entity.
Position Summary
Under the direct supervision of the Deputy Executive Director for Operations, the Director, Monitoring, Evaluation and Economic Analysis (MEE) is responsible for leading the M&E and EA Unit to provide reliable data and assessments on the progress and quality of project implementation and targeted results by the Kosovo Compact. Responsibilities include leading progress monitoring, independent evaluations, and managing the M&E budget and staff. The Director will collaborate with MCC counterparts, including M&E Leads, Results Reporting Analysts, and Economists. The position is based in Pristina, Kosovo.
Duties and Responsibilities
- Develop and implement a strategy and work plan to integrate performance indicators, identification of data gaps, and field assessment considerations in program development and implementation across MCA-Kosovo projects and internal operational activities in accordance with MCC policies and best practices in M&E.
- Lead the drafting of the MCA-Kosovo M&E plan and oversee its implementation, review, and update process to promote accountability and learning, including by providing data and documentation and monitoring adherence to project plans.
- Oversee compilation and analysis of program data on MEE related to Compact implementation to inform the design/adaptation of responsive program/operational activities, and inclusion in procurement documents and contracts.
- Collaborate with MCC Economists to ensure that cost-benefit analyses and beneficiary analyses are modified and updated in accordance with MCC Guidelines and indicators and models relevant to the Compact.
- Lead cross-cutting MEE activities for the Compact in close collaboration with MEE staff and project technical leads.
- Foster a relationship with the post-program counterpart designated to support the completion and dissemination of independent evaluations of the Kosovo Compact program.
- Establish and implement a quality control framework to monitor and evaluate project performance, including addressing any milestones, gaps or challenges.
Required Knowledge and Skills
- Advanced degree (Master’s degree, PhD, or other equivalent, higher-level degree) in Economics, Statistics or related field;
- Minimum of five (5) years of experience with at least three (3) years in managing quantitative and qualitative analysis of programs and a minimum of two (2) years of experience in monitoring & evaluation;
- Demonstrated experience applying economic concepts to real-world problems, and designing and implementing monitoring systems and program evaluations;
- Fluency in English and Albanian.
Preferred background and work experience:
- Demonstrated competency in cost-benefit analysis of projects and experience implementing quantitative evaluations involving household or business surveys
- Demonstrated experience in one or more of the following statistical analysis software and databases, such as R, STATA, SPSS, SAS, CSPRO, or Access strongly preferred.
- Experience working in the fields of renewable energy or workforce development
- Experience working with national government and international donor organizations preferred.
- Fluency in another official language of Kosovo (Serbo-Croatian or other).
