Deputy Chief of Party
USAID-funded Investment Promotion and Access to Finance in Kosovo
Chemonics seeks a deputy chief of party (DCOP) for the anticipated USAID Investment Promotion and Access to Finance program in Kosovo. This position is based in Pristina, Kosovo. The purpose of this activity is to strengthen private sector capacity for sustainable economic growth through investment promotion and increased access to diversified finance. The activity will promote partnerships between the private sector and Government of Kosovo and press for productive dialogue between the private sector and the government to attract direct investment and enhance access to finance. Responsibilities:
- Assist the chief of party in all aspects of project implementation, including leadership, technical direction, and management oversight for project activities and results
- Manage of day-to-day technical activities, ensuring that results are achieved on schedule and in conjunction with USAID expectations
- Participate in key counterpart, donor, and USAID coordination and project implementation meetings
- Apply monitoring, evaluation, and learning to implementation strategies and adaptively manage performance, ensuring that programmatic targets are achieved
- Assist in the preparation of all required USAID reports and deliverables including monthly activity plans, annual work plans, and all periodic project progress reports
- Serve as acting chief of party when chief of party is on leave or away from post
Minimum Qualifications:
- Minimum seven years of experience in leadership role with international donor-supported programs, preferably in the following technical areas: investment promotion, increased access to diversified finance, trade facilitation, private sector engagement, business enabling environment reform, and institutional capacity building
- Minimum five years of management experience gained in complex, integrated, and innovative development projects focusing on investment promotion, sustainable economic growth, and/or access to finance
- Demonstrated ability to manage for success in multi-component projects with multifunctional teams and international consultants
- Relevant experience leading diverse teams and demonstrated capacity in building staff skills and ensuring quality control of project deliverables.
- Advanced staff and financial management experience
- Advanced communication, writing, and interpersonal skills
- Advanced degree in a relevant field is required
- Proven ability to develop and communicate a common vision among diverse partners and lead multidisciplinary teams
- Demonstrated leadership, versatility, and integrity
- Fluency in English required and Albanian strongly preferred
